The best approach is to try to resolve the problem yourself, so talk to the resident first. If that doesn’t work, do what you would do, if your were living in your own house, ie maybe write a letter. Another possibility is to call the police and have them talk to the neighbouring resident.
If all this fails, you can approach the owners corporation and ask to have a breach notice issued or a Notice to Comply with a By-Law (in PDF format (size: 57kb). This may eventually result in a case at NSW Civil and Administrative Tribunal (NCAT), which eventually may result in a fine. Or you can apply for mediation through Fair Trading to have a mediator assist you to discuss the issue with them.
